This referendum, if approved will:
- add ASTR to the HydraDX Asset Registry & as a fee payment asset
- create the following on-chain remark:

`Add ASTR as tradeable asset within the Omnipool & fast-track addToken referendum`

This on-chain remark is seeking approval from HDX holders to add ASTR as a tradeable asset within the Omnipool, and provides the green-light for the addToken referendum to be fast-tracked in order to avoid potential for price manipulation. We have previously fast-tracked related referenda for adding new assets, however, in light of recent events on fast-tracked referenda I wanted to rubber-stamp approval to do so from HDX holders before doing so.

This is a pre-requisite to adding ASTR to the Omnipool - the act of adding it will follow at a later date.
