This release aims to upgrade the runtime of Hydration chain to [v32.0.0](https://github.com/galacticcouncil/hydration-node/releases/tag/v32.0.0) 

**Notable changes:**

**Liquidity mining overhaul**
Upon popular request, we implemented liquidity mining claim fee. The claim function now triggers exit and re-entry, resetting the "loyalty factor" of given liquidity position. This aims to prevent constant claiming and dumping and incentivizes longer term users as claiming now forfeits the locked part of the rewards for other farming participants.

As a part of this, improvements have been made to allow easier entry and exit to and from the pools while also being able to enter and exit farms in less steps.

**Other changes**
- Stableswap now has proportional withdraw option with no slippage
- Fix for falsely "overweight" XCM messages stuck in the queue resulting in failed status on SubScan
- Added Dwellir bootnodes
- Insufficient assets can now be used as fee payment assets in EVM wallets

**Money market launch**
Following this referendum it will be possible to instantly launch Money Market. The referenda to do this will be following shortly.
