This proposal, if approved, will:

- whitelist address `0x71feb8b2849101a6e62e3369eaafdc6154cd0bc0` for deployment of Money Market smart contracts
- transfer `0.1` WETH to the same address to cover fees for the deployment

Following execution of this proposal, there are two additional governance steps required to enable the feature:

- a runtime upgrade (soonTM)
- a final referendum to **approve** the contract

During this time, the whitelisted deployer address will deploy the contracts and hand over ownership to the protocol.
