This proposal, if approved, will authorize the upgrade of the runtime to release `v31.0.0`, version `hydradx/264`.

This upgrade includes:

- **feat: ERC20 currency binding** by @mrq1911 in #899 (needed for Money Market)
- **feat: make ah as dot reserve** by @dmoka in #911 (allows change of reserve & therefore to allow AH <> Hydration DOT transfers)
- **feat: support assets with xyk dot pools as fee asset** by @dmoka in #852 (allows tx fee payment in all assets that have a pool with DOT)
- feat: remove SafeCallFilter and pallet_xcm from call filter by @Roznovjak in #909
- **chore: upgrade to polkadot v1.11.0** by @Roznovjak in #889 (will enable some big improvements in XCM usability)
- **chore: lower minTotalFarmRewards for xyk liquidity mining** by @martinfridrich in #914 (will allow creation of the MYTH/DOT farming incentives as part of Polkadot Hydration)
- chore: add RadiumBlock bootnodes to Hydration by @radiumb in #924
- fix: reversible evm address by @mrq1911 in #902
- fix: move apis back to lib by @enthusiastmartin in #928
- fix: incorrectly triggered warning by message queue by @vgantchev in #931
