This motion is a retry of #195 and #196 which failed to execute correctly due a requirement of `root` origin.

This proposal, if approved, will force the `DefaultXcmVersion` to `3`.

This should fix an issue regarding sending assets from Hydration to Ethereum via Moonbeam - which appeared after the recent runtime upgrade.

This will be giga fast-tracked by the TC to enact ASAP.
