This proposal, if approved, will authorize an upgrade to runtime release `v25.0.0` - version `hydradx/227`.
This upgrade includes:

- feat: manual oracle activation by @Roznovjak in #782
- feat: allow set_currency in batch TX by @Roznovjak in #788
- test: add missing set route tests by @dmoka in #792
