This proposal, if approved, will authorize the runtime upgrade to release `v21.2` - runtime version `hydradx/196`.

This upgrade expands the range for dynamic fees ahead of the launch of referral fees:

## Initial parameters
**AssetFee:**
Min - `0.25%`
Max - `0.4%`
Decay - `0.0005%`
Amplification - `1`

**ProtocolFee:**
Min - `0.05%`
Max - `0.1%`
Decay - `0.0005%`
Amplification - `1`

## New parameters
**AssetFee:**
Min - `0.25%`
Max - `5%`
Decay - `0.001%`
Amplification - `2`

**ProtocolFee:**
*Unchanged*
