This proposal, if approved, will authorize the upgrade of the runtime to release `v27.0.0` runtime version `hydradx/241`. This upgrade includes:

- feat: enable bridged reserves from AssetHub by @dmoka in #784
- feat: runtime-mock and invariants by @vgantchev in #695
- **feat: rework locking in staking by @enthusiastmartin in #823** - *will result in all staked balances being locked regardless of whether the user is on the winning or losing side of a referenda - closing a current "loophole" that some stakers have gamed*
- fix: claim LM rewards when less than ED by @dmoka in #819
- fix: deprecation warnings from generate_store by @Roznovjak in #825
- fix: runtime build by @Roznovjak in #829
- **chore: lower minTotalFarmRewards for omnipool liquidity mining by @martinfridrich in #830** - *needed in advance of setting up the Polkadot Hydration farms going live next week*
