This proposal, if approved, will:

- Raise the Supply cap of DOT to `22,222,222`
- Raise the Borrow cap of DOT to `6,000,000`

These changes are to ensure there is sufficient room to meet the expected demand from GIGADOT, as well as the ~ `8,000,000` DOT from Polkadot Treasury if referendum #1501 (https://polkadot.subsquare.io/referenda/1501) successfully passes on Polkadot.
