This proposal, if approved, will **UNLEASH THE MOST GIGA RUNTIME UPGRADE EVER** (authorization of anyway) - release `v37.0`, runtime version `hydradx/305`

**This runtime upgrade is the final prerequisite before the launch of GIGADOT** - the gigaDOT launch ref will follow this one, also on the root track
