This proposal, if approved, will:

- swap `69,000` DOT for GDOT
- borrow `143,000` PRIME (will be repaid after follow-up referenda accumulate the necessary PRIME)
- transfer the PRIME to the Supply & Borrow rewards pot `0x112c208B900Bcfc9FF8131D0f45769cb6C7c7D8d`
- transfer `90,243` GDOT to the Supply & Borrow rewards pot
- claim outstanding Supply & Borrow rewards belonging to the Treasury
- transfer those rewards back to the Supply & Borrow rewards pot

This proposal needs to be executed **before** another referendum to follow on the Economic Parameters track executes - I am submitting this proposal first so that we can be sure it executes first.

The `90,243` GDOT also cover a shortfall in the existing incentives owed to LPs (around `55K` GDOT).
