This proposal, if approved, will restart the DCA from H2O to HDX that was previously approved through referendum #15 (https://hydration.subsquare.io/referenda/15) - which unfortunately failed after `9` retries due to the slippage limit of `1.5%` being exceeded by dynamic HDX fees.

Referendum #22 (https://hydration.subsquare.io/referenda/22), if approved, will increase the decay speed of dynamic fees by `10x` - meaning that by the time this proposal is enacted, the DCA schedule shouldn't suffer from the same fate.

The revised parameters of the DCA schedule are:

- Swap `7,015` H2O for HDX (the remaining H2O from the referendum #15 budget)
    - `2.222` H2O per trade
    - every `22` blocks
- `1.5%` slippage limit
- `9` max retries
- estimated to last for `~8` days
