After successful execution of referendum #10 (https://hydration.subsquare.io/referenda/10) - the Treasury received `~55,000` H2O currently valued at `~$1.75M`.

As with referenda #194 and #181, after discussion with various HDX holders - I propose that we use the Hydration DCA feature to buyback HDX, in multiple tranches in order to allow for us to review the performance and tweak the parameters accordingly.

This proposal, if approved, will create the following DCA schedule:

- Swap `10,000` H2O for HDX
    - `2.222` H2O per trade
    - every `22` blocks
- `1.5%` slippage limit
- `9` max retries
- estimated to last for `~11` days
