This proposal, if approved, aims to fix the previous failed proposal #233 because of the unexpected pump. The proposal is very slightly tweaked to make sure it won't fail. On behalf on the treasury:

- Withdraw completely USDC/USDT 2-Pool LP position 6336 from Omnipool (currently ~4.14M 2-Pool shares value of ~$4.4M)

- Withdraw completely DOT LP position 3128 from Omnipool (currently ~90K DOT + 2459 H2O combined value at ~$927K)

- Withdraw 500,000 shares from USDC/ USDT 2-Pool in equal amounts of USDT & USDC

- Withdraw 26,940 DOT from staking rewards on relay chain via XCM (staked previously via ref https://hydradx.subsquare.io/council/motions/145)

This will allow the use of 100,000 DOT, 222,222 USDC and 222,222 USDT as seeding supply into the Money Market, and paves the way for further stablecoin liquidity restructuring to follow with the launch of HOLLAR PSM.

Any H2O received from withdrawal of this liquidity should be used to buyback HDX via DCA through a subsequent referendum.
