This proposal, if approved, will:

- Remove LBP liquidity from the recent bonds event
    - `35,968 DOT`, of which:
        - Originally seeded with `12,299 DOT` from Treasury
        - Accumulated `23,669 DOT`
    - `10,592,076 HDXb`
- Transfer `27,000 DOT` from HydraDX Treasury to `13RSNAx31mcP5H5KYf12cP5YChq6JeD8Hi64twhhxKtHqBkg` - the Pure Proxy on Polkadot Relay Chain holding POL DOT for staking

The `27,000 DOT` will be subsequently staked along with the existing `188,000 DOT`
